7 NPA and 44 Militia/Mass Base Supporters Surrender in Masbate



CAMP ELIAS Angeles, Pili, Camarines Sur-- Former members and supporters of the New People’s Army (NPA) operating in the island province of Masbate were formally presented to the Comprehensive Local Integration Program (CLIP) Committee in a simple ceremony held at headquarters of 2nd Infantry (Second to None) Battalion, Barangay Bacolod in the municipality Milagros on Monday, February 19.

Together with the representatives coming from LGU-Masbate, PNP, DILG, and DSWD, Major General Jesus A Manangquil Jr formally received the seven former rebels, 24 mass base supporters, and 20 Militiang Bayan who returned to the folds of the law bringing along with them two M16, one Cal. 30 garand rifle, one .45 pistol and three .38 revolvers.

Identified as @Reymart, @ Zoren, @Max, @Jet, @Kevin, @Bunso, and @JP, the seven combatants are former members of KSPN, Larangan 1, Komiteng Probinsya 4 of Bicol Regional Party Committee who have been operating in the second district of the island province. It can be recalled that the said former rebels laid down their arms and surrender to the authorities after series of negotiation on January 21, 2018 while the mass base supporters and militiang bayan members who are all coming from Barangay Victory, Balud of the same province voluntarily turned themselves to formally denounce their allegiance to the CPP-NPA Terrorist group.

Citing "frustration on NPA’s false promises", @George, organizer of Sangay ng Partido sa Lokalidad in Barangay Victory, said that the CPP-NPA terrorist group persuaded them to join the underground mass organization with the great hope that it will be the best option to alleviate their lives as poor members of their community wherein he later realized they were only deceived by the said group. In behalf of his co-surrenderee, he tearfully convey gratitude to the government for giving them another chance to start anew.  


Meanwhile, Maj. Gen. Manangquil also thanked the rebels for heeding to the call of the government to abandon the armed struggle and live peacefully with their communities. He also assured that command will work hand-in-hand with the local government unit and other government agencies to assist them in their re-integration through the livelihood projects, psycho-social support, and capacity development programs.

As a call to the remaining members of the terrorist group the 9ID commander said, “dala ko ang aking kamay para makatulong sa bikol region. Ayaw kong gamitin ang sundalo sa pakikipadigma, kung pwede lang gamitin natin lahat ng sundalo ng 9th Infantry Division para makatulong sa ekonomiya, hawakan nila ang asarol at pala. Kaya hinihikayat nya ang mga NPA na bumaba na at magbalik loob sa ating gobyerno at pag usapan ito in localized version.”

Recently, the provincial government of Masbate and the DILG-V started the construction of 5-million worth Half-way project under the CLIP to provide shelter for the former rebels (FR) as they undergo the process of reintegration to the mainstream of the society. Along this line, the 9th Infantry Division intensify its Community Support Programs activities in various areas of the province to facilitate the delivery of basic services in the area that will provide solutions on the issues within the localities.
