Successful Service Caravan in Cam Norte, Served More Than 700 IP’s

CAMP ELIAS ANGELES, Pili, Camarines Sur-Government agencies converged for another successful Serbisyo Caravan intended for Indigenous Peoples (IP) community in Labo, Camarines Norte, Friday, October 25.


Organized by the National Commission for Indigenous Peoples (NCIP) in connection with the 22nd anniversary of the Indigenous Peoples Rights Act (IPRA) month, the event was able to gather at least 700 IPs composed of Manide, Dumagat and Sambal tribes.


Service vehicles provided by the different Local Government Units and 902nd Inf Brigade carried the IPs from the towns of Paracale, Vinzons, Jose Panganiban, Capalonga, Sta. Elena, Basud and Labo to the convention center where bulk of services await.


The 9th Infantry Spear Division brought their medical team from Camp Elias Angeles Station Hospital (CEASH) which offered free medical check-up along with the free medicines from the provincial hospital while anti-flu vaccines and vitamin A supplementation was also given by the Center for Health Development Bicol (CHD).


"This is one activity na avenue natin na macollect lahat ng mga kasama po natin, mga kapatid po nating IP’s [members] at bigyan po natin at siguraduhing malusog po sila," Dr. Monrey Isaiah Mancilla, Regional Program Manager for National Immunization Program said in an interview.


[This is one activity which is an avenue for us to gather all our brothers and sisters from the IP community and give them as well as ensure their health.]


The provincial government on the other hand pampered the tribes through free haircut, hair treatment, make-up, massage, manicure and pedicure.


Philippine Health Insurance (PhilHealth) distributed PhilHealth cards while the Philippine Statistics Authority (PSA) gave away flyers and answered queries from the IPs about the importance of securing civil registry records.


The military also set-up a recruitment booth for those who want to join the Philippine Army.


According to NCIP Regional Director Lee Arroyo, one of the highlights of the event was the awarding of the certificate of ancestral domain title (CADT) for a 22.4 hectares of land for the IP community in Jose Panganiban.


CADT is not privately but communally-owned and can only be handed down from generation to generation


“Sa kanila na po ito, rehistrado na po ito at kung anong proyekto ang nais nilang isakatuparan sa loob [ng lupang ito] sa tulong ng lahat ng mga ahensya at kami ay andiyan lang para maghelp facilitate at tumulong sa kanila para mapaunlad ang kanilang ancestral domain na ngayon ay titulado na,” a very glad Dir. Arroyo added.


[They own it, it is already registered and whatever projects they want to implement in here through the different agencies and we will be here for them to help them facilitate the development of their ancestral domain.]


She also thanked the Joint Task Force Bicolandia (JTFB) for the constant support to all their activities for the IP communities which are part of the intensified implementation of the programs of Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) or Task Force Katuninongan asin Kauswagan in compliance with the Executive Order 70 (EO 70) or the Whole-of-Nation Approach.


MGEN FERNANDO TRINIDAD, AFP on the other hand underscored the call for unity and cooperation of everyone towards common goal, to attain peace and development.


“Hindi lamang kinikilala ng JTFB ang mga karapatan ng mga katutubo kundi amin ding pinagsusumikapang protektahan kayo sa anumang pananamntala at panghihikayat na umanib sa mga teroristang CPP-NPA. Ang ating gobyerno at mga partner stakeholders ay may nililikhang pangmalawakang plano at programa na layuning paunlarin ang pamumuhay ng ating mga katutubo at ilayo sa takot at pananamantala ng mga teroristang CPP-NPA,” Gen. Trinidad said.

Our government and its partner stakeholders is creating whole-of-nation plans and programs which aim to uplift the lives of the IP’s and protect them from harm and danger brought by the terrorists, CPP-NPA.]


Furthermore, Gov. Edgardo Tallado assured the IP’s that the provincial government will continue to prioritize their welfare.


“Kaya huwag kayong mag-alala mga Kabihug, yong tulong at suporta ni Gov. Tallado at ng provincial government, tuloy-tuloy po yan,” Tallado highlighted.
